There is always an origin story. 'The Hunger Games: The Ballad of Songbirds & Snakes' takes place "64 years before Katniss Everdeen volunteered as tribute, and decades before Coriolanus Snow became the tyrannical President of Panem" - but 10 years into the games themselves.

From what I can tell, it seems that this the telling of the first year that the Hunger Games were intended to entertain. As we find out from the trailer it has a host for the very first time - Lucky Flickerman, portrayed by the same actor as Caesar Flickerman, Stanley Tucci.
